Ocean Thermal Energy Conversion

It looks like the US Navy is considering doing this on Guam (link1, link2). That would be hella cool. Guam sits right at the edge of the Marianas Trench (the deepest part of the ocean) so i'm sure they would be able to find a good location to exploit the disparity in temperature. In fact, a quick google shows that the Navy has been considering this for a while (1975 Study on suitability of Guam for OTEC).
